Mehrere Parteien konkurrieren um die Repräsentation der magyarischen Volksgruppen in Rumänien und der Slowakei. Während der Verband der Magyaren Rumäniens (UDMR/RMDSZ) seine dominante Position seit der politischen Pluralisierung Anfang der 1990er Jahre behaupten konnte, verlor die traditionelle Partei der Magyarischen Koalition (SMK/MKP) in der Slowakei gegenüber der 2009 neugegründeten Partei Most-Híd, die magyarische und slowakische Wähler anzusprechen versucht. read more

Zur Lage der Demokratie in Osteuropa

Den ostmittel- und südosteuropäischen Staaten hat die Krise der Eurozone vor Augen geführt, welchen Anpassungszwängen weniger wettbewerbsfähige Länder ausgesetzt sind und welche sozialen und politischen Erschütterungen die erzwungenen inneren Abwertungen auslösen können. Die Konflikte innerhalb der Währungsunion und die anhaltende Rezession in den südeuropäischen Staaten belegen, dass ein Beitritt zur EU und zur Eurozone weder eine Gewähr für ökonomische Stabilität und Entwicklung bietet, noch als Kompass für eigene Reformen ausreicht. Zudem hat die Krise die Bruchlinien zwischen den Wirtschafts- und Sozialmodellen und den zu Grunde liegenden politischen Ökonomien in Nordwest- und Südeuropa vertieft. read more

Paths and Constraints of Subnational Government Mobilization in East-Central Europe

Abstract

The article studies the impact of enlargement on subnational governments in the Czech Republic, Hungary and Poland. It compares the resources and political constellations of subnational governments and analyzes how these variables interact with Europeanization to influence domestic intergovernmental relations, the management of Structural Funds and the EU relations of subnational governments. The article argues that stronger regional governments (in Poland and the Czech Republic) have been able to resist attempts to centralize intergovernmental relations. Decentralizing reforms occurred where incumbent governing parties dominated subnational government (Poland). Under ‘vertically divided’ government (Czech Republic), subnational governments sought unmediated access to EU institutions. read more

После целого ряда политических переходов, произошедших в Восточной Европе в 1989-90 годах, объем сравнительных исследований на тему демократизации значительно рос. Однако ученые до настоящего времени не пришли к согласию относительно комплекса созвездий действующих лиц и стратегий, которые являлись бы необходимыми и достаточными для установления и упрочения демократических институтов. В ранних исследованиях подчеркивалось значение заключения пактов между реформаторами внутри правящей элиты и умеренными лидерами оппозиции. В более поздних исследованиях упор делался на том, что стабильная демократия возникла только на базе таких созвездий, в которых демократические политические деятели доминировали над силами авторитарного режима. Явная консолидация после второй половины 1990-х годов политических режимов, расположенных между полной демократией и полной автократией, привела к возрождению структурных подходов. Такие попытки объяснения рассматривают конфликты государственности, социально-экономические условия и культурное наследие в качестве более важных факторов смены режимов, чем деятельность политических элит. read more

Die prekäre Basis zwischenstaatlicher Solidarität

Die Europäische Union hat ihre von Zahlungsunfähigkeit bedrohten Mitgliedstaaten erfolgreich stabilisiert. Sie errichtete einen Europäischen Stabilitätsmechanismus, der gefährdeten Mitgliedstaaten des Euro-Währungsraums umfangreiche Kredite gewährt, wenn diese sich zur Umsetzung von Wirtschaftsreformen verpflichten. Die Europäische Zentralbank erklärte ihre Bereitschaft, kurzfristige Anleihen von Staaten anzukaufen, die den Stabilitätsmechanismus in Anspruch nehmen. Damit konnte die EU die Finanzmärkte davon überzeugen, dass die gesamte Eurozone den Ausfall von Krediten an einzelne Mitgliedstaaten mit Zahlungsproblemen verhindern wird. read more

Ein Vorschlag zum Status der Krim

Die Zukunft der Ukraine entscheidet sich nicht auf der Krim. Deshalb wäre eine Strategie des Westens verfehlt, die Russland aufgrund der völkerrechtswidrigen Krim-Annexion nicht an der Neugestaltung des post-revolutionären ukrainischen Staates beteiligt. Sie würde die Ukraine zum Opfer einer neuen Ost-West-Konfrontation machen. Gegenwärtig sind die westlichen Staaten und Russland jedoch in einer Blockadekonstellation, die vor allem den russischen und ukrainischen Nationalisten in Russland und der Ukraine in die Hände spielt. read more

Business Elites and the Eurasian Economic Union Project

Abstract

Business elites can be considered important advocates of Eurasian integration since neofunctionalist theory has assigned them a key role in the emergence of supranational EU governance structures. Do business elites in Russia articulate a demand for supranational policies that supports political elites in their efforts to create such structures? To examine this question, the paper firstly discusses existing political and economic rationales for the recent steps of integration. While political motives appear to prevail, plausible economic reasons can also be identified. The relevance of the economic rationales is further explored by studying whether and how Russian business elites assess the Eurasian Economic Union project. The paper finds that the Eurasian Economic Commission has sought to incorporate business representatives into its legislative procedure. However, major Russian business associations have devoted only selective and limited attention to Eurasian economic integration. There is empirical evidence that representatives of medium-technology industries outside the fuel sector most actively promote the project. In contrast, leading business representatives have revealed expectations of intergovernmentalist politics that are likely to impede a neofunctionalist mechanism of reinforcing Eurasian integration. read more

Authoritarian Governance in Eurasia: the Creation and Contestation of Institutional Legitimacy

Eurasian states hold regular elections, but few political regimes in the region meet democratic standards. Non-democratic arrangements of governance have emerged and persisted despite the ‘color revolutions’ and their challenge to incumbents manipulating elections. This situation has generated significant scholarly interest and has resulted in a growing number of studies examining the sources of authoritarian stability. However, this field of research in the social sciences has hitherto been dominated by instrumentalist views of institutions that emphasize the engineering of institutions by utility-maximizing political actors. Institutions are sets of rules structuring interactions, but they are also defined by their legitimatory functions that are embedded in shared historical and cultural understandings. Due to this embeddedness, authoritarian rulers may not create political institutions at will. Rather, political elites depend on their ideational abilities to communicate their actions as meeting expectations of appropriateness. These abilities enable and constrain actors’ use of available frames, discourses, traditions, norms and practices in order to confer legitimacy on the institutions they seek to reform and build. read more
